I'd imagine this would have to depend on what media the original copy
was on. If it is a copy of an existing VCD then I would imagine that it
would be largely perfect (if not totally) since you're making a digital
copy of a digital signal. If it was sourced from video tape then the
quality is likely to be highly variable as it would depend on so many
factors, quality of original tape, quality of MPEG encoding, etc.
